Supporting Civil Society Organizations in Engaging with Parliamentary Oversight and Independent Institutions

Through the PACEP II – Support to Parliament and Civil Society project, the Group for Integration and Democracy (GID) is implementing an 18 months project on strengthening the role of CSOs in Albania’s oversight ecosystem. The intervention will result in 11 partner CSOs being trained, mentored, and equipped to understand and influence the oversight cycle, and to produce high-quality, evidence-based policy briefs aligned with parliamentary and institutional accountability needs. A key achievement will be the creation of a Community of Practice (CoP), which will became a sustainable peer-learning hub for collaborative policy analysis and shared oversight tools.

The project will also deliver lasting institutional impact by establishing regular cooperation formats between CSOs, parliamentary committees, and independent oversight bodies, moving engagement beyond symbolic consultation toward structured, documented, and gender-sensitive accountability partnerships. GID will produce and disseminate knowledge and visibility products, including practical toolkits, handbooks, policy papers, and recommendation reports, all shared directly with beneficiaries during national workshops, public forums, and media outreach activities. The project includes a gender element in all activities and materials it produces.
